The debate is over, the dust is settling. The Independent Arbitration Panel (IAP) overturned the Airlines Reporting Corporation (ARC) administrative fee increases, ruling in favor of ASTA, and its co-appellants Carlson Wagonlit Travel Associates and Uniglobe Travel USA.
